Basically, if a state legalizes and commercializes heroin, then the federal government could not interfere. However, if the states, like Texas and Oklahoma, decide to issue the death penalty or a heavy prison term for cannabis users, then he wouldn't federally interfere.
It's not even about Marijuana being harmful or not. Of course every educated person knows that marijuana is less harmful than for example alcohol, but there is an even greater reason why it should be legal. The founding fathers of America wanted us to be totally free of doing whatever we want with ourselves. As the preamble of the constitution says, everyone has the right for a "pursue of happiness", as long as it doesn't hurt others. Freedom is what this country was meant to be.

Marijuana is called a gateway drug because, marijuana is illegal, cocain is illegal, therefore people move on to other drugs and if marijuana was legal it would not be "the gateway drug" it would be used like alcohol, but not deadly. @starbobpizza No and u r a sick person 4 thinking that! Well I don't read any of that bullshit of course doctors hate pot bcuz they couldn't prescribe any of those disguisting pills 2 people anymore! Yea 8,000 that's a small number compared to people who r in rehab 4 alcohal and prescription drugs. How about instead believing everything u read u form your own opinion!
