It makes no difference whether he had blockers or not.In the CFL, when the player receiving the football catches it, no player is allowed to be within 5 yards of him.There is no fair catch.If a player is caught within those boundaries there are two penalties that can be applied.If he catches it outright, it's a 15 yard penalty.If it hits the ground first and then the player touches it, it's a 5 yard penalty.So every kickoff has a return unless it's a touchback.
