You know, I would think that myself, but when a recording is sped up, so are the voices. His voice isn't chipmunky. In fact, his voice sounds normal for that concert. If it is sped up, it's only a very slight amount.. I can also confirm that they did play these songs much faster during Frontiers than they did during Escape or Raised on Radio.
Comparing it to the original studio recording, it's about 1/4 to 1/2 key higher. So, it is slightly sped up. But, that amount of faster playback would not account for the tempo with which it was played. They did actually play it much faster during this concert. Slowing the playback down to the right key would still yield a fast tempo. Much faster than the original.
And by confirmation of the tempos, I can confirm this because I attended Escape, Frontiers and Raised on Radio tours. During Escape and ROR tours, they played the music close to the correct tempo. On Frontiers everything seemed rushed and fast. I know this because I specifically remember thinking how fast the songs were played as I walked out of the Frontiers concert.

Much of this Westwood One concert was played very rapidly. Don't know why, I guess they felt energetic that night?

I think it's probably the recording. All the songs from this concert are 1 key higher and faster.

Oh, I completely agree with you. But the ROR videos I've seen, they played the songs MUCH faster than this.
Go check out the 1986 version of separate ways. MUCH faster than the 1983 version.
