I think it has to do with how the firebox is made on the engine.

The air-spaces between the fire bars must be very narrow, so the small coals don't fall straight into the ashpan. But narrow gaps between the bars could clinker up very quickly. What was the secret of the QJ firebox?

if they were still in china I would go and ask. I would have to brush up on my Cantonese though.
I suppose they manage with what looks like poor quality coal. Maybe its only useful for trains.
