Maybe you should try to teach the eye contact apart from the heeling training.

Am I totally wrong when I think it is quite natural to a shepherd to take glimpses to the trainer's face? I mean I had no problems teaching my Belgian that trick (well she may have learned that with my mother before I started to train her) and seen lots of (shepherd) dogs doing so in Youtube videos. And also our spanish water dog - terrier mix got that.
