@3GBlog I don't think that's what Richard Clark was saying at all. I think he was saying that government needs to regulate industry to do cyber defense themselves. In other words, if you are going to be doing business as an ISP, or backbone provider, there are certain rules you must follow to be in this business. One of them is to have a cyber attack defense strategy. It doesn't mean you need a war room like in War Games; you just need a plan of action in the event something happens.
