...why do you clean tires first, the dirty water from the top will just make your tires dirty again

First you do your rims to prevent the dirt from the rims (brakedust etc.) and any wheel cleaner to splash on the just washed car.

After washing the rest of the car you hose the whole car down again including the wheels & tires.
