what's the problem? In current China, the only document they need from the government is the passport. It is quite easy to get a passport. The policy is equal to all Chinese citizens. If they get the passport, they can go anywhere they want, oops, they have to have good reasons and enough money to get the VISA from the country they want to go. Choekyi Gyaltsen, the 10th Panchen Lama, became the most important political and religious figure in Tibet following the 14th Dalai Lama's escape to India in 1959.
In April, 1959 the 10th Panchen Lama sent a telegram to Beijing expressing his support for suppressing the 1959 rebellion. He also called on Tibetans to support the Chinese government. However, in 1964, he was imprisoned. His situation worsened when the Cultural Revolution began.

It is a real tragedy for those teenage kids who were lured by 'Tibetan exiles'. Don't know what kinda of life they are promised by those monks. They actually can have good and bright future in China, if they work and study hard, they can be doctors, engineers, artists, or anything they want to be, but now ...they only can end up as lamas and nuns, or even worse ...losers or drug addicts on the street of Dharamsala

In my dictionary exile implies someone has been banished. But the chinese communist party wants Tibetans outside Tibet to go back to Tibet, so they have not been banished.
While refugee is someone who seeks refuge especially in another country.

It is extremely difficult for Tibetans to get the correction documentation to enable them to travel outside Tibet and China. That is why Tibet is the BIGGEST PRISON CAMP in the world.

what's the problem? In current China, the only document they need from the government is the passport. It is quite easy to get a passport. The policy is equal to all Chinese citizens. If they get the passport, they can go anywhere they want, oops, they have to have good reasons and enough money to get the VISA from the country they want to go. I guess the later part is more difficult and time&money consuming. Traveling internationally is not easy always.

seriously, they can and not difficult, but must be time consuming, since the only place can print a passport should be in Lhasa. Just go and apply for it. The visa part is more difficult. If no good financial proof and a good reason other than worshiping Dalai Lama, no country will issue the visa, including INDIA and USA. And the whole visa process is very time & money consuming. I guess the real obstacle is always ... the MONEY.

The problem for the government is that 1) it has blocked YouTube, thus showing this film is real, and 2) it's against the Chinese constitution to beat people in custody and 3) one of the dead Tibetans has already been identified, and the government admitted yesterday that he was dead - they said even tho he's lying in this video, he didn't die here, he died of a "disease while at home awaiting arrest."
