Great discussion. Obviously the label "African-American" is a conflation of ethnicity and nationality. Whites don't bother saying they are "German-American", etc., unless they are new immigrants.
For a "Black" US citizen, "African" describes ethnic lineage and "American" is nationality (unless you are Native Indian). So when someone asks your ethnic heritage, it's "African". If they ask your nationality, it's "American" (which should be pretty obvious in most cases anyway). Problem solved.
