Did a little research-- the "civil flag" people spout on about is actually "the 1799 "Revenue Ensign", the ensign of the United States Custom Service", according to Wikipedia.

Anybody, on the other hand, can look up the flag code of the United States and see that it specifies the Stars and Stripes.

@neckronn99 Your a moron and know nothing. The library of congress dictates clear and plain that the Old Glory flag is the military flag. The civil flag is the American flag and is also stars and stripes. Go to the building and ask for the documentation it's all there. Stars and Strips is NOT Old Glory bud. Also history states it flew above all other flags over court houses post offices up until 1913 and there are pictures to prove it.

You obviously have no actual knowlege about the Navy or how flags are displayed. The 'battle flag" is just a larger version of the normal Ensign so people could see it at a longer distance. At 1:08 they are taking down the Jackstaff, the only thing flown there is the Jack (the blue part of the flag). Since just after 9/11 the "First Navy Jack" has been flown.
