There's a underwater setting in Psunami, but that didn't work with me - it crashed with an error, so I tweaked the settings on my own. I can't remember what that settings are, unfortunatly.
The wave in the text is a standard 'ripple' effect in After Effects (Text -> Organic -> Ripple).
That looks amazing, did you use a Plugin to make the test wavey like that? great work!!

how did you make the glow of the letters? Was it after effects?

The glow around the letters is the standard After Effects 'glow' effect (Stylize -> Glow). The light rays are done with Trapcodes 'Shine' plugin.

Not really. I only worked with After Effects once.
