its Higurashi no naku koro ni or the second season is Higurashi no naku koro ni kai

and it isn't hard to understand you just have to really watch it well and watch the second season (Higurashi no naku koro ni kai) to understand it. It also has arches that start like every 3rd-5th episode that show the same thing but a different outcome
