I did the bypass the police glitch with tails and got stuck there and on the ps3 it saves after bypassing the police so I'm really stuck now

You still have to. You can't sequence break in this game. When you get back to Twinkle Park, you can simply exit the level to progress the story (once you beat it once), but that's all.

:O I never thought about using the rock to get to the sewer, and the skip to twinckle park was very very creative. Well done DsS, sadly we can't use level skips in a speed run :(

You can't use it for a complete speedrun, no, but a glitched speedrun is still viable.

Provided, of course, no vital upgrades are being missed. To my recollection, though, Sonic's first (and maybe only; my memory is a bit rusty) essential upgrade is the Light-Speed Shoes.

You still have to trigger the cutscene to start Twinkle Park in the storyline, so there's no point in using it for any type of speedrun.
