A snowball is now poised to become an avalanche in California.

California is broke. Sent IOUs to 10,000,000 workers for their tax refund from last year.

Now these workers are getting their refund before the state is making good on their promise.

They are simply increasing the number of dependents on their withholding forms. Many of them putting 10 dependents there. This way they are taking home more every week until they are even with the state.
