its offensive for ken, it tricks the sagat player if they dont know about this, because suddenly the ken player is on the opposite side and if he is able to start a combo before the sagat player reacts, then thats more damage.
sagat is a tall bastard and cheap, so yea u can go under him went he leap back on his feet.

I saw this happen in a tournament video. I believe it was iloveyoujoe vs yipes at a battle field arcadia tournament. Interesting.
Has it been tried with other characters involved.
