The government does not have a magic wand which it uses to conjure wealth and then all of a sudden use that wealth to create jobs out of nowhere. From the comments, it seems that several people seem to think that the turtle tunnel is legitimate. Well I looked in to it, and I understand the need for the tunnel to protect both the turtles and the drivers (people swerving to avoid the turtles can cause accidents). But this tunnel is simply a large culvert and a wall to direct the turtles to the culvert.. It should have cost about $150,000. $3.4 million is an outrage.

Is the distressed population actually recovering as a result? Are there lessons to be learned for future planning or mitigation projects?

The government does not have a magic wand which it uses to conjure wealth and then all of a sudden use that wealth to create jobs out of nowhere. This wealth is PRODUCED in the market, and when the government redirects it to fund unproductive and unprofitable ventures like "joke-telling robots," it is in effect preventing the stimulus of other more productive sectors of the economy.

all these are odd, but some seem more reasonable if you look into them. The turtle tunnels and Blackberries are insane, but the "joke telling robot" is not a robot at all and have very little to do with "telling jokes". That is research into creating humor in an AI, a very challenging task and important if we want AI that can understand people in the future. The "stop drinking for Chinese prostitutes in china", is really a study by a US university studying the link between HIV/AID and drinking.

From the comments, it seems that several people seem to think that the turtle tunnel is legitimate. Well I looked in to it, and I understand the need for the tunnel to protect both the turtles and the drivers (people swerving to avoid the turtles can cause accidents). But this tunnel is simply a large culvert and a wall to direct the turtles to the culvert.. It should have cost about $150,000. $3.4 million is an outrage.
