I'd bet it's from DVD, as eternalruth has all of the musicals (lucky!!) And the actress playing Chibi-Usa (I think) is Mao Oono. You're right in that she can dance, but after la Soldier and her pose at the end, does it look while she's waving she loses her nerve just a bit? It's like all of it sunk into her at once, the big smile fades and is replaced by a look of terror. Check it right about the 4:30 mark.
