Not a fail. Not sure if this is what he is going for but a lot of powerlifters or olympic lifters will but heavier then their max on and work on justunlocking the hips for the squat. It helps your body adjust to heavier loads.

The only way I can say that guy is doing it right is if he is following one of the workouts in pavel tsatsouline's beyond bodybuilding. You take a weight 100+lbs of your 1rm then do high reps of squats on the highest possible bar while still having a small ROM (1/32 squats) Do that for 2 workouts, then drop down a peg and lower the reps, until you get down to 3 reps ATG. The muscle is worked around 20 degrees of the rom of the joint angle, allowing for strength transfer at lower depths.
