By the way, this video was made back in Chronicle 3. Shillien Knights don't really get a lot of the super-destructive skills that they're known for until Chronicles 4 and 5 (specifically, Shield SLAM and Arrest).

The archer and dagger classes get innate runspeed bonuses so telling the SK to catch up to the HE is seriously not worth it. What the SK did here is basically buy time for himself by running around so that the archer is forced to chase after the SK in order to shoot arrows. Dark Elf tanks don't get the speed debuff skills of the human tanks nor do they get the Sprint skills of the Light Elf tanks.
