in the late 70's we would often catch them in the 8-10lb range. ( they weren't yellow jacks) Never see them that big anymore. Just goes to show how much pressure everything is under, even runners.

Bonito, but I was fishing for tarpon. I usually use squid for a blue runner.

Yes you can, surf fishing is permitted in the entire state of Florida. Make sure to fish away from designated swimming locations (marked with buoys), or the life guards and local authorities will give you trouble.
