Americans don't speak chinese well. they have an accent, know what I mean? Chinese people have an accent for english, but it's less obvious cause americans don't have a rule for paralanguage
I think the level of the spoken language more or less depends on the person who is learning it..
It doesn't matter if it's a chinese trying to learn english or a western trying to learn chinese. I have met western people speaking chinese like a local... and i know chinese people speak english perfectly, it all depends on the person...
If you're Chinese, then you'll probably realized this before: when you speak chinese, you have to curl your tongue up when you say most of the words; when you speak english, your tongue usually stays straight.
