True to HPLs works, where the violence is hardly described, but the horrific aftermath is always shown in great detail. This, according to HPL, is what happens when people deal with the Mythos.

Her mom is a Fishman because she is an ancestor of inbreeding between fishpeople and humans. This is all explained in the books but humans that are related to fishpeople arn't born as fishmen, they develop into them. So before and a bit after Ramona was born she was a human but over time she turned into a mutant fish. As a result the fact that Ramona has fishpeople blood in her she will turn into a fish in the future as well. The father on the other hand is pure human.
Captain Obed Marsh struck a deal with them,so that in exchange for providing the people with Innsmouth with plenty of food,gold,and resources,the citizens of the town would mate with the Deep Ones,with the children that resulted from a mating of the two beginning to have the "Innsmouth Look" and lisp before shedding skin,ceasing to blink,and eventually turning into a Deep One themselves.
Saying the voice acting was shit would be an understatement and don't pull the 'WELL THE GAME IZ OLD!!!one!!oneone!!!' defense because that is irrelevant. Other then that it was a pretty cool cut scene.

Wow, I was searching for this cutscene because I haven't seen it since I played through the game. When I saw the title Best Cutscene in a Game I thought "there's no way it's what I'm looking for" but it was. A Truely great moment in video game history. Thanks for Posting.
