In some fairness she is from the Vietnam area and if you remember history there was an American war there, where we fought with the south vietnamese. Many people in that area learned english (remember "me so horny") given a few years of decay from not hearing it from Americans, it could sound like this. remember the show is set in the 90's. Why is this part of the show in english? I mean engrish? I only watched them in english. Still funny though and love that face before she shoots the guy.

Japanese dubs in anime do tend to be better, for two reasons:

1. The Japanese have a far bigger pool of voice talent to choose from, whereas over here there often seem to be only like 50 different voice actors who appear in everything. Looking at you, Steven Blum, and your one vocal style.

2. The shows (and games for that matter) are written in Japanese, the whole cadence of the dialog is intended for Japanese. Foreign dubs have to fit it into the available space as best they can.

And the results often aren't that great. Not to mention that Japanese is filled with idiosyncrasies that work well enough in Japanese, but sound retarded in other languages, eg the constant gasping and "WHAT?" that happen in basically every anime ever.

Putting aside the myriad problems of localization, on the whole in terms of sheer ability and quality of acting I'd also say the Japanese have everyone else beat. Five words: Legend of the Galactic Heroes. Best voice acting ever.
