It took me a while to find this song, to save any one the trouble of looking for it (again it is "Music For A Found Harmonium" by Penguin Cafe Orchestra. And as MagicGiraffe mentioned it is indeed from the film Napoleon Dynamite. However it does not appear to be on the soundtrack.
