Race (hereditary reasons), nationality, citizenship, place of residence (geographical factors), and ancestry (historical and genealogical factors) can be used to define someone as Chinese.
Because China is a Communist government, and its political beliefs reject any forms of religion having control of the people.
To accomodate religious Catholics, a "Patriotic-Chinese Catholic Church" was made by the government, in order to have control over the internal affairs of Catholics----yet this has no diplomatic relationship or pontifical recognition whatsoever by Rome or the Papacy.

Our gentle pope has faced up to the power of the Chinese Communist Party - by appointing this Chinese priest to a worldwide role. Not many people can do that.... There will probably be reprisals from China. Their government deplores any attempt by the universal Church to show her love for the the people of China.
