It's pretty clear that the duck was playing with the puppy. She/he could tell when the pup was getting tired and lead it to the stairs so the puppy could stand and get out if it wanted.

If the duck was afraid it would have flown off. You could tell the wings were not clipped by watching the video. There were full flight feathers visible when the wings were extended.

This was a great video of inter-species play.
