The fast part "Together We Ride" is the recruitment theme for FE 1, FE 7, and I presume Shadow Dragon because it's a remake. The slower bit is the actual Fire Emblem theme.

I think it says that because DLC costs money. But playing online, downloading custom songs like this one, and everything else online is free

It's Guitar Hero World Tour, and it comes with a Custom Song editor.

It's Guitar Hero World Tour on Wii. You can make songs in the music studio (one of the options on the main menu) and you can download songs in GHtunes (an option in the music studio)

If you're talking about the rhythm section, that's actually not the part you play. I set it so you play the lead. In the rhythm section, the chords make a slightly different sound than one note alone. I don't really understand it completely, but I was just messing around, experimenting with different sounds. The chords sounded more complete.
