Nope - no special permission needed. Just click 'Upload' and then follow the instructions. Be warned... large files can take a lifetime, if your upload speed isn't great (I've got fast dowload speeds, but crappy upload speed with my internet provider). If the videos are large files I'd recommend converting them first. Try downloading Any Video Converter (I think there's a free basic version online if you search for it).
