Look at pictures of the Florida Avenue breach, where the barge went through. All pictures show the water going into the canal not out. It didn't take a conspiracy to do it. Some punks with explosives see that the flood on the east side of the canal is lower than in the canal and get the bright idea to blow the levee to drain the east side flooding into the canal. The resulting in rush of water causes a wave that breaches the west side, rebounds, crests as it returns carrying the barge out.

That actually flooded Lakeview, the whitest, most affluent area in the city, with the exception of some spots in the Garden District (which is on the natural levee, and not at any serious flood risk). Have to add I don't think it was a "conspiracy" deliberately and planned to eradicate certain populations. The whole idea of "genocide" shows an equal attitude in terms of racial polarization than the people accused. (and I keep hearing "THEY" who are "they"? I can ABSOLUTELY believe that water rising in a more affluent area of the city was dumped into an impoverished area (by breaching the levees). It's wrong. Unfortunately, the people of the 9th ward and similar areas have been conditioned to see themselves as perpetual victims so they close their eyes to the fact that the "rich white folk" next door had a breach in their backyard as well.

The contingency plan as a result of the possibility that upper wards of New Orleans will flood, is to flood the lower 9th ward. This is how is has always been and always will be. The French Quarter sits the highest above sea level and if it becomes vulnerable to flooding other areas of New Orleans will flood first by design. There is no doubt about this whatsover. This is such a pile of crap. (1) the 17th St. Canal breach flooded of some of the most expensive real estate around. (2) the lower 9th Ward is about 2 square miles of roughly 180 square miles of populated area that got flooded -- all income levels, all over the city. (3) levees all over the city breached in 100s of places, not just the lower 9th Ward. (4) It's simply not plausible that a blast team would go out in the midst of a hurricane to plant charges and blow up a section of the levee.

The great majority of the 9th ward is nothing but run down housing projects. It is completely riddled with drugs, daily homicides, poverty, and so on. I am a lifelong resident of New Orleans and can say that the theory is completely untrue. In the past it did happen, but it did not happen during Katrina. At (8:03) when the person speaks about the helicopter dropping charges on the levee, what he saw is the sandbags that were placed to provide extra support to help prevent the levees from breaking. Of course this did not help in the end, but it was not put there to cause any such damage.
