No, you can't; it's the same with Denise if she's killed off too.

However the other four girlfriends can be killed, and still be dated again after that.

No, the Horseshoes don't help, and neither do the Oysters. Millie is a Story-Mission girlfriend, meaning she can only obtained during the mission 'Key to Her Heart,' and no other way.
