the official record yeah is Cesar going a 46.91 but the fastest 100 ever was by Jason Lezak (USA) anchoring the 4x100 freestyle relay at the Beijing Games he went a 46.06

That's true but still, a relay exchange is half a second fast AT BEST...that's provided your reaction time blows so that and the momentum make it about half a second faster....still comes to a 46.56

Yes, but Lezak, as mand-blowingly incredible as that swim was, still benefiitted quite a bit from drafting. In an individual race, there is no one ahead of the leader to draft off of to get a WR time.

Thats in a really.....really starts make a difference in momentum and the fact that the average reaction time is aroung .6 and on a relay you get close to .1

The official record is 46.91, but that was set in a meter pool. this pool is a yard pool, but Cesar did set the 46.91 record in Rome last year. So he's still on top.
