No, there was no pit speed limit. This was a big problem at the next race in Imola, when a wheel came loose on car in the pits and ended up hurting a lot of people. I think after Imola there was one put in place, but I may be wrong. There was definitely on in use in 1995, though.
Ti Aida (now called Okayama International Circuit) and Autopolis are different tracks

The pit speed limiter came in Monaco or Spain 1994, I´m not sure in which one.
