That's not what happened. Shatner was supposed to kiss uhura, because the director wanted them to kiss people they wouldnt have been comfortable kissing in Plato's Stepchildren. Uhura and Spock's characters already had chemistry, so he made kirk kiss uhura instead. Unfortunately Shatner wasnt interested in kissing black ladies, so he dragged out the filming of that scene for hours and hours resisting kissing her at the last moment so they had to do a bunch of retakes.

Nimoy got so annoyed that he volunteered to switch places with shatner, but the director was like " No!" so they just compromised by having him not actualy make lip contact with her, but to pretty much mash their faces together and they shot it from a wierd angle. Nimoy talked about it and wrote about it in several interviews, and if you re-watch the clip, it matches up pretty well.
