The concentration camps weren't known for people being killed until after the 40's.
They would be sent and let free after 6 months so they'd go back home and tell everyone how bad it was so nobody would want to go their and wouldn't oppose Hitler.

And of course, after that came the killing. In fact, if i remember correctly, HItlers FINAL plan to get rid of the Jews was to Exile them from Germany. The Germans put their dissidents into camps during WW2 to protect their war effort from terrorists just like America did with all of their japanese citizens.
