I don't understand the debate on this one: he committed a crime and plead guilty. He was sentenced and fled. In the USA, you can appeal a sentence if you can show it's too harsh. You DON'T have the right to flee the country and never be accountable for your crime. The issue now isn't about his initial crime, he's an escaped, convicted felon. Extradite him and process the new charge: Felony Fleeing in addition to his rape conviction.
