Yes, it's about taking drugs.

The dragon is a symbol for magic and wonders, the chase represents you, never getting a hold on the good feelings you get from taking drugs, it never lasts.. once you've got a glimpse of "the dragon" you wan't to understand, to be able to have that good feeling or "perspective on life" again, but there is no dragon. Just the chase, once you've "seen" it.. It's real much like love is, only in the eye of the beholder
