It's only Russel Small that was one half of Phats and Small.

Delegation's "Heartache Nº 9" is from around 1979-80 I think (like the other tracks P&S sampled); although I'm not so sure of the exact date. Delegation were one of the original classic British Soul groups of the 70s/early 80s, along with the Real Thing, and precussors to the great British Soul acts of the 80s: Loose Ends, Five Star, 52nd Street, Junior Gimscombe, Jaki Graham, etc. ;-)
