According to terry vs. Ohio a police officer has the right to stop and frisk a person on the grounds of reasonable suspicion. Reasonable suspicion meaning if they feel you are a treat to them or the public they can stop you and search you if they feel necessary.
That still would bring up the question of what is "Reasonable suspicion". What is considered a threat? Is walking down the street doing nothing a threat?
According to the law "Warrants must be supported by probable cause and be limited in scope according to specific information supplied by a person (usually a law enforcement officer) who has sworn by it and is therefore accountable to the issuing court."
Paper work or not it must be justified not just any random suspicion.
