Corsair web tech means you have to make a fleet beacon and stargates to use them + research for web tech. Web does not destroy units and storm does, storm affects air units and web does not. so basically storm is inherently more useful

because you already have gateways and ht are produced out of gateways, storm affects air and ground, storm destroys rather than neutralize. =]
