How do I get this car?? I beat FR Challenge TEN TIMES and I've only won an S13!

Is it only rewarded as a prize car after a certain point in the game? Is only won if you use a specific car or type of car? Do I have to beat it a certain number of times before I get it? Is it only on certain days? WTF?!

This is getting on my nerves.
