Believe it or not, Jagex do actually employ people to read the appeals, if these people think it's accepted, they click one button and it sends an automated accept response, if they click the other button it sends an automated decline response, it just saves the employees from writing out thousands of personalised responses every single day.

And, they were playing different people. ;)
