im confused. when you take a weapon out of a weapon chest that you find, is it free? i always thought that you had to buy them after opening the chest. do you have to pay for them or are they just free weapons?

I have a quick question for you. It looks like your at level 50 in this video. I am at level 44 Roland and I the chests in New Haven have been so bad and weak. I don't understand how this works? Do the chests "level" with the character or are there only spots that are better to find the chests? I need a good place to farm. I just started General Knoxx. Thanks!!!~
