You have to factor in the fact that the camera can't get the exact steepness because it's a camera so look at how the people on the side of the road are standing. Also count the fact that this could be a 50 mile long road or climb.
lol @ all the people saying he goes slow.. When u got a terrain where u constantly go up and down u can't push you're self to hard. If u do you will pay for it in the 4th hour.. It's also a very open terrain so you don't know how the wind was that day.
You have to make sure you dose ur efforts over those 4 hours. Also this was in like january, the beginning of the season. You can't expect a GC for the tdf to be 100% when the tdf is still 6 months away..
