In case anyone's still around, this film is at least 40 years old (and it is a film, not a video). The caribou had been pretty severely injured by wolves just prior to this encounter with the bear and didn't have much strength left. The bear just happened to come upon it while it was trying to rest and recover; otherwise it would have just run away.

Dumb caribou. If it had just continued running away at the 1:19 mark on the clip it could have easily outrun the bear, which had momentarily stopped in the stream, but then it sealed its fate by turning to fight the bear again. Once mama bear grabbed its head and neck it was doomed.
