Yup, Ryiokun is right. If you check the manga when the Sanbutsushin were talking among themselves, you could clearly see that 'he' actually have boobs. So unless that particular Sanbutsushin is a cross dresser, I'd say those people (Studio Pierrot?) had messed up Saiyuki yet again.
She's even referred to as a female in the anime. That's a really weird move, given that I believe Minekura had a hand in this OVA. I wonder what sparked this change.
