The operator lowered the ride into the flames and stopped it leaving some gondalas in the fire. Maybe it would have been best to just leave the ride rotating in its lowered postition which would maybe avert serious injury by constantly passing the gondalas through the flames at speed while assessing how quickly the fire service could get to the scene.
Having said that, if the fire was a threat to the electrics or hydraulics that control the gondala locks my scenario could escalate into something terrible if the gondalas became un openable. Considering the actual outcome I think the fact that nobody died means that simply panicking and stopping the ride turned out to be the correct course of action.

Mostly Polish and Romanians are working at Tivoli Tuur, so I think they were saving $ by hiring workforce with no proper qualification.

By right, they ARE supposed to use a NON-flammable hydraulic oil on amusement devices. If they did, then it is stupidity on the carnival owner's part. Still the weird part is that the fire started under the platform, away from the center (where most of the hydraulic equipment is located). The only thing under those platforms that could have started the fire is electrical wiring. But there still would have to have been some catalyst to get it burning that quickly.
Amusement park workers tried to put out the flaming oil with WATER.
On some video, there were fireballs right after they tried to put it out with water. By the way, they didn't shut off the ride, so the oil was pumped to the flame until there was no more left

HUSS Enterprise, Made in Germany way back in the 70's. Extremely safe and reliable machine. 'Cept for the hyrdaulics system. What we see is the result of poor maintenance. Overheating of the pump-motor, running dry, caught on fire, burning away the hydraulic hoses and the wiring. That's what causes the thick black smoke.
the wheel din't stop couse othervise some of the ppl in it would had been burnd alive...they came out on the ridding time...but it was difficult...i feel sorry 4 evry1 in there...it is shock for everyone...who wer in there and maybe even bigger who saw it

All rides in the U.S. have stricter codes and must comply to stricter standards than in many other countries, including Estonia.
This was an unfortunate incident. Imagine having to keep circling through a fire on a ferris wheel with no way out.

the wheel din't stop couse othervise some of the ppl in it would had been burnd alive...they came out on the ridding time...but it was difficult...i feel sorry 4 evry1 in there...it is shock for everyone...who wer in there and maybe even bigger who saw it

the wheel wasn't stopped on purpose, because otherwise one cabin would have burned into with peoples inside. that is why no one got burned alive.

25 ppl were riding on it... (there were 40 seats)
all of them got badly burned...
6 very badly...
1 ppl has died so far...
some ppl near that got poisoned by the smoke...
so... 41 ppl suffered ...
