People do not have to wear uniforms. The rest of this is likely staged. Normally there would not be this much if anything on the store shelves. You also see 200 won notes being used to buy things. Most people don't make more than 60-80 won a month. The government has been known to send people to fill up the Pyonyang train stations when they know outside visitors are coming. So all of this is likely just an act with people being told where and when to be somewhere.
