Yes, this has been one of the strong points of the PS3, especially for those interested in the eastern games. Due to the PS3 being strong in Japan and there being some interesting titles that don't get released in US/EU, places like playasia offer japanese imports you can play, just like that.
I, for example, imported the US release of BlazBlue since Zen United tends to take some time with it's localisations in Europe. =P
i hope theres no commands that is back+X that makes u character dash attack all over the screen. not rewarding to do simple commands that do extreme moves. blazblue suck.

The controls and configuration in the last 2 games where as easy as it gets. I'm sorry this has ruined So many games like DBZ Burst Limit, Naruto Ninja Strom which is phenomenal by the way, Raging blast, and the Tenkaichi series. Fuck! I've tried to play Suggoi Arcana Heart 2 but it was in japanese and the popularity wasn't that good so i couldn't find nice tutorials about the menus and the story or moves and the awful amount of loading screensforced me to give up Yeah the moe factor is sometimes troubling but the gameplay is really good

XBLA release could not happen, pretty much because the XBLA game marketplace is intended to be universal. Different games are pushed for different markets (regions), but in the end, everybody has access to every game. With the game already released in Japan as a packaged product with much higher price point, this makes the outlook for a XBLA release pretty much not an option. PSN regions are all separate markets, that's why it won't interfere with Japan disk sales.
I don't give a fuck what explanation you come up with, I don't really care what the reason, the fact of the fucking matter is that it's not going to be in my fucking 360, and i'm not ok with that for any reason.
But you said you have PS3 already. WTF. A release on XBL is very expensive in licensing costs alone. Considering that an NA release was denied specifically because of the fear that the profits would not cover the costs to release the title, we should all just be grateful that the title is seeing any sort of NA release AT ALL. And remember the first Arcana Heart was released on PS2, not Xbox, it doesn't owe Microsoft any favors.
I'm well aware of what the first and second games were and were not on. Fact is, Japan and Europe have or are getting it on 360. It's fucking inexcusable for America to be left out of this. I would have just imported the fucking Japanese game if I was waiting for a PS3 release. There is nothing you or anyone can say to justify it becoming a PS3-only release in America when it's not the case in Japan or Europe.

A fighting game that cares about balance (one of the most balanced fighting games), variety (32 unique characters + 32 unique Arcana = 529 fighting styles and strategies!), story and character interaction that is much deeper and more involving than just win quotes and endings, and plenty of depth to its gameplay systems as well as so much content that would justify a $60 price tag (and it will be sold for only $29.99!) This is far MORE than a pretty face. This is a top quality fighting game.
