Well, sorta, he was an exact clone, except for the fact that Megatron was controling him directly.

The fact that he got Ironhide's name wrong always seemed to not make a whole lot of sense to me since they had been fighting for millions of years before they ever even came to Earth.

in that episode the clip is from, Prime is replaced with a double and that was the double that was trying to imput into teletran-1. the double I think called Ironhide Sideswipe (hence the splicing job done there - good job btw)...
