I once had an opportunity to buy 2 of these for either $350 or $450 per unit calibrated from where I worked (Litton Systems Ltd.-Guidance systems etc.) in the early 80's to 90's... they were used as a DC power supply!!!!!!!!!!!!!!!!!!!!!!! This is quality that went into this stuff!! I was engaged and couldn't buy them.................... she left me shortly after.... :( :( :(

About that, I have your answer. It's simple just pay with a credit card to Paypal then do a charge back to them!!!
But seriously if you did you could show your card Co. that Paypal ruled in your favor in the dispute, then let the card companies and Paypal duke it out. Honestly I think it was the other guys card Co. that screwed up, it sucks that Paypal won't help. Without more info I can't really say...
